Face-to-face with a convicted rapist

Orlando Paul Cisneros went back to court Friday. There’s been national outrage after he was allowed to walk free, convicted of repeatedly raping and sodomizing a 14-year-old girl.
Shawnee County District Court Judge Matthew Dowd sentenced him only to probation, instead of the recommended 13 years behind bars.
Now, Cisneros is in the middle of a court battle over his two children. We first brought you the story Wednesday.
Tanya West, his ex-girlfriend, said she wants Cisneros nowhere near their 3-year-old and 7-year-old boys. And, it’s not just the rape conviction she’s scared about.
During testimony Friday, West said she witnessed Cisneros kissing the boys inappropriately with his tongue.
Cisneros didn’t speak. But, in addressing the questionable kissing, his attorney did make it clear that one of their children has a cleft pallet.
Cisneros will find out in August whether he has any custody of the children. But, for now Shawnee County District Court Judge Jean Schmidt said Cisneros cannot see those boys at all.
Schmidt told Cisneros she suspended his parenting time temporarily, because of his recent sex convictions and the length of time he’s been separated from his kids.
We approached Cisneros, but his attorney denied our request for comment.

Get the Cisneros sentence overturned to 13 years in prison. Impeach Judge Dowd in the Kansas House in January, before he can retire and continue turning dangerous perverts loose as a fill-in senior judge. Restore justice to our corrupt Kansas criminal justice system.

Cisneros belongs in prison - in the prisons general population where child RAPISTS are treated as they treated their victim. Locked away from his children and all children! The judge over the custody hearing was right on Friday. Who knows when Cisneros may become 'depressed' again and perhaps target his own boys? The rape trial judge, (DIS)honorable Matthew Dowd, needs to retire NOW. There should be no leniency for rapists & pedophiles, period!

As someone with firsthand knowledge of the damage this convicted felon pedophile can do Its unbelievable that Cisneros has even the slightest possibility of being allowed to be around his minor children, this rapist felon belongs in prison as May stated in General Population where he can not continue to prowl the streets for more prey and not cause the mother to these innocent children to live in fear of what he may do next as others of us in the community are having to live with. (DIS)honorable Matthew Dowd, your obvious affection youve shown and continue to show these criminals are keeping this community in fear for its safety and the safety of our children.
