NBAF request has governor rattled

Kansas has been thrown a curveball in its fight to land a $450 million biodefense laboratory.
Now, the federal government has asked Kansas and other states vying for the proposed lab to commit to building a natural gas-fired power plant for the facility, officials confirmed Friday.

“They want a totally self-sustained operation,” said Gov. Kathleen Sebelius, D-Kansas.
“It was a new issue, we were a little dismayed, because we sat down with the Homeland Security folks and others and there was no mention of this," she said at a Friday morning news conference.
Now, the state is looking at how much the new power plant would cost and how it would be paid for.
“There was a number thrown out by the feds that we think is just wrong for Kansas,” she said.
Former Kansas governor John Carlin, who sits on the National Bio- and Agro-Defense Facility taskforce, said he wasn’t surprised by the government’s new request for the power plant.
For months, the state’s been working to convince Homeland Security officials that Kansas is the best spot for the nation’s new lab, which would focus on potential food supply threats. Six sites, including Kansas State University, are in the running for the lab.
