Kansas failing in saving energy

Kansas is among the worst states when it comes to saving energy.
That's according to the American Council for an Energy-Efficient Economy.
Their 2008 rating ranks Kansas 38th in the nation.
Building codes, transportation systems, and efficiency incentives are all considered in the rankings.
